Migration of human capital has been common ever since globalization came underway. But, today, rich nations are a little apathetic towards immigrants from poor nations. This essay is to identify the reasons for this prejudiced attitude, and to check what can be done to turn this condition around.

This first element is that poor migrants are known for making money and sending it back to their countries by abstain themselves maximum from spending. Obviously, finance outflow is a concern for the rich. Secondly, globally, the employment scenario is not that bright, and the arrival of fresh migrants would sabotage the dreams of the rich. For example, poor migrants are ready to work more for less. And finally, it may be said that many poor migrants are not up to the expectations of the rich in terms of qualifications, work culture and skill-sets. These are the major factors.

Obviously, there are genuine reasons for the rich not to promote migration from poor economies. But these nations cannot be going like this for long. There needs a change in this attitude. The first thing that can be done is to make the human capital meet a common standard set by host nations. Secondly, poor nations can suspend strategic trade operations in a selective manner so that rich nations may be forced to adopt a pro-poor policy. Besides this, international summits held by the UN and similar bodies should insist on all member nations to resort to friendly conditions when it comes to inviting human capital from poor nations.

In short, globalization as such is useful only if human capital is exchanged freely between nations. Therefore, it is unfair for the rich to abstain from inviting the poor. Anyway, there are ways to tackle this prejudiced attitude to the poor. The world must bust it.

Sports personalities promoting commercial interests for huge pay packages is unethical, and so it should be banned. Argue for and against this view.

It is very common that sports persons are selected as brand ambassadors of many products .When some say it is against their professional ethics while others opine that there is nothing wrong as such. This essay tries to identify those possible supporting and opposing arguments.

Sports stars are the icons of many youths in most of the countries. They are famous worldwide and their advertisements may get much more attention than any other professional models can invite. Hence, the advertisement where they take part must be something that should not mislead the common people. For example, if a cricket player says that a top brand of beverage is the secret of his fitness, then it is the saddest way of sending the worst message to its spectators. To make the condition worse, many fans may believe it and try to imitate their words of endorsement.

On the other hand, sports stars have the freedom to engage in commercial promotion exercises like advertisements according to their interests. They may not get such an opportunity in their life later. Hence, they are free to make earnings by using their present star image. It is true that a player cannot keep up his best form always. Moreover, it is because of their talent and hard work they get a chance to be a much sought after personality of a commercial brand.

In short, while we respect the right of all sportsmen to make their own choices to play, act and advertise, it is a must that they have to avoid activities which may create a bad habit in their fans. The arguments for and against the view show it.

Each country is blessed with good sports persons who raise their own land's name newer heights of fame. Hence it is the responsibility of the government to fund sports much more than what private sectors can do. I strongly agree to this view. Sports is not only a source of entertainment but also a great employment provider many who are directly or indirectly associated with sports. Those who have got talents can shine in this field, our course with great hard work. But, at the initial stages, most of the junior players cannot move forward until and unless someone sponsors them. If the government does not give any fund, only the rich can afford such expenses by themselves and the aftereffect is the real loss of excellent players. For example, most of the unnoticed beginners have taken much name and fame after years of training in sports like cricket and football. When we look at the private enterprises, it is true that they earn a lot by using the image of sports stars. Actually, they select the sportsmen who are in the limelight. For example, after a cricket tournament the 'man of the match' always gets handful opportunities for advertisements and commercial programmes. In fact, they get these offers only for a short period. Most often they do not get any opportunities from private sector if they are in poor form. In short, perpetual and persistent support can be extended from the government sector which is really helpful for the growth of sports, and thus the country can become more famous. Children who belong to poor socio-economic conditions need to be given education free of cost, and their richer counterparts should be asked to pay for them by way of higher fees.

• How far do you agree or disagree with this?

When it comes to poor children, access to education is not that easy. In this respect, some people believe that it is right to impose higher fees on rich children so that the poor could be given education free of cost. To me, this idea sounds unfair and impractical.

The primary argument opposing the view is that the number of poor children so huge that their richer counterparts cannot meet these expenses by way of higher fees, no matter how high such fee/s could be. For example, a typical classroom may have a few rich children and their contribution may not meet the expenses generated by the majority. Secondly, such an academic policy would create rifts between rich and poor students; the rich may turn hostile and the poor may become at the mercy of the rich and dependent. This is extremely unfair.

However, the need for giving education to poor children is of great significance and the same cannot be imparted free of cost either. What is the way out then? The thing that comes to my mind is that governments may allocate special funds for the uplift of the poor so that the poor may be able to offer education to their children. A much better idea could be to offer education for affordable fee structures. For example, when rich students are asked to pay full fee, the poor may be given concessions and convenient payment options.

In short, the need for educating all children is very important, and poor socio-economic status should not stand on the way of one’s academic dreams. Since free education for all is a pipedream, a fair fee structure will be of some help the poor.

People often believe that great musicians are born and not made. Do you agree that we are born with much of our ability or are there other factors as family, environment that determine success.

Opinion may differ on whether great men like musicians are born or made. I am of the opinion that we inherit much of our abilities. However, there are few other factors that can influence our success. Let me make it clearer.

History has enough evidences to prove that great musicians are very few in number and they are believed to be born with their talents. For instance, Beethoven, Mozart, A. R. Rahman, to mention a few, had music in their blood. The case is same with people who are blessed with good voice. Though it is a fact that voice can be modulated, polished and fine-tuned, the fact is that not many have it in them. And the ones who come with it make it to the top and prove themselves to be great over time.

However, we cannot rule out the influence of external factors like family and its standing, and the milieu in which one happens to be. These instruments are powerful enough to exert great influence on people’s performance, and the same may lead a person to be successful. Let me cite an example to make my stance clearer. A child that happens to be born in an aristocratic or well-to-do family ambience is at a greater advantage in terms of opportunities that lead to success.

In short, the opinions on in born talents and nurtured ones may still differ. But the fact that there are a select few who come to this world with that extra edge - we call them born geniuses – cannot be easily ignored.

Speaking how to go about it> part one

The speaking test is an interview which assesses how well you can communicate in spoken English. It is a test of general speaking skills and is broadly the same for all candidates. The interview lasts for eleven to fourteen minutes and is in three main sections:
• the first part is on familiar topics such as your work or study experience, your family or home culture and your interests or hobbies.
• this is followed by a part where you are asked to talk on a particular topic for one to two minutes. You are given a card which states what you should talk about and you are given one minute to prepare. At the end of your one to two minutes the examiner may ask you one or two questions before moving on to the third part of the test.
• the final part is an extension of the part 2 topic to a more abstract discussion of related issues.
You are assessed on your ability to communicate fluently, clearly (i.e. with clear pronunciation) and accurately using appropriate grammar and vocabulary. Your fluency is being assessed so it is important to say as much as you can as well as to speak spontaneously and not to learn what you are going to say. If the examiner thinks you are giving a prepared answer he or she will quickly change the question. Throughout the speaking test, the examiners will ask the questions and control the timing and the move from one part to another. The interview will be recorded. This is to make sure the interviewers and band scores are consistent in all IELTS centres.
Practice

To get maximum benefit all the practice should be done without preparing your answers. You will not know exactly what the examiner is going to ask or exactly how he or she will ask it. You need to be spontaneous, to speak as naturally and fluently as possible. The aim of this practice section is to help you to prepare for the type of questions you will get and practise dealing with them without preparing specific answers. It is important to keep to this for two reasons. First, the examiner will notice if you are repeating something you have learned and will stop you. Second, though it may seem difficult at first, it will actually make the test easier for you if you relax and talk naturally rather than trying to remember a ready-made answer. So the first and most important skill is talking fluently.

The only way to improve your fluency is by getting a lot of practice in speaking. Be confident. Think about what you want to say. Of course you should try to get your English right, but do not worry too much about getting everything absolutely correct. The important thing is that you should speak and listen, that you should engage in an extended interview with the examiner and that you should enjoy using your English to communicate with an English speaker.
This table shows data on quantity of grains exported to Sri Lanka from India and the figures, given in tonnes, represent every five years starting from 1999.

Let us begin with the figures of wheat export. In 1999 the quantity was 345 tonnes, but it showed a fall by 10% in the following year. However, there was a remarkable increase in the following two periods. When 2009 had an export of 400 tonnes, export went up to 440 tonnes in 2009.

If we compare these figures with that of rise, there are striking contrasts. In 1999 the export of rise was almost two times more than wheat and so is the case with the figure of 2004, 600 tonnes. Recoding an all time high increase of 50%, 2009 figures stood at 1050 tonnes but the following period did not make much difference, it was 1100 tonnes, hardly 5% increase.

Maize is the least exported grain. The periods 1999 and 2009 recorded the same quantity,150 tonnes. Similarly 2004 and 2010 had the same figure, 200 each. And finally coming to corn, with a fall of nearly 50% in 2004, all three periods had an export of above 300 tonnes.

All together, export of grains from India to Sri Lanka show varying figures over the years with rise being the most and corn the least exported grains in the given period.
Spending a lot many years for higher education is becoming increasingly unpopular among youngsters across the world; rather many are out for quicker qualifications that bring in faster returns.

Measuring higher qualifications in terms of the time involved for getting qualified is very common today. Looking at it from a learner’s angle, it is a right move, but from a social point of view, this is not that worth promoting.

When I take a cursory look at the idea, the first thing that comes to my mind is that it saves huge amount of time and energy of learners. This, in turn, makes all such learners fast earners. In today’s fast paced changes and emerging opportunities being able to earn faster is more important than spending ages for qualifications. For example, today higher education as such is possible on the job, and there are countless possibilities to make use of time round the clock. Naturally, getting a faster qualification leading to a career is much better in more ways than one.

However, things are not that fine with this change of attitude if we look at it from a social or national point of view. The point is a nation needs great number of highly qualified people to man strategic positions like, say, administrators, professors, resource persons, planners and the like. How is a nation going to meet this need if every one ignores what I call “positions of paramount priority”? Do not all the educated have a national role too to play? Yes, they do. So nation would get affected greatly, if this quicker and faster buck attitude is promoted.

To put it briefly, it is right to say higher education involving longer years is of greater significance. Quicker qualifications, on the other hand, may serve the immediate purposes of the educated. I would say, such a utilitarian approach is not that fine.

Globalization is meant for the general welfare of the whole world. Unfortunately, this is not happening at times. Of late, there is biased attitude from the rich towards inviting human resource from poor nations. This is harmful, and there are ways to fix this anomaly.

The primary concern is that the gap between the rich and poor will increase. This is dangerous in the sense that part of the world will go filthy rich and the rest of the world will remain poor in the days to come. Secondly, human resources from poor nations will go either unused or underused depriving the world of their contribution. This is global loss. Thirdly, there is room for disharmony among global population.

When it comes to pooling resource, the rich are able to import whatever they want. This is mainly due to the need for foreign currencies. Secondly, many natural poor nations may become fuels to the rich. Statistics show that 40% of the global resources is used by the rich economies, and the rest is shared by the poor.

How can we strike a balance? Firstly, if the rich nations ignore talents from poor nations, the latter can suspend exports to such nations. Secondly, there can be import curbs so that poor nations can press the rich to come to terms. And, finally, those nationals from poor nations who are already in the rich economies can think of calling it a day and return to their homelands. This will definitely dent the rich.

In short, the biased attitude towards talents from poor nations is an unhealthy practice in today’s all encompassing global interface. This condition would worsen international relations to an extent. The world need to strike a balance.
