Some social scientists say that poor nations need to enact a law enforcing minimum number of children a family can have, and thereby enabling the State to withdraw support for the additional child/children in matters like education, employment and healthcare.

• How far can you agree with such a law?
• Do you think it is right to withdraw support for all additional children?It is a matter of great concern that population is increasing phenomenally in third world nations. In such a state of affairs, a law on population control is timely, and I find it agreeable to a greater extent. But, I cannot support the provision that the State can deny support to extra child/children.
Rising population is no good anymore. There are several different measures being implemented to curtail population growth. But the impact of such measures is not visible either. Therefore, a law on minimum number of children is timely and worth considering. Firstly, when people come to understand that State wouldn’t support additional children, there would be change of attitude towards having more children. And there will be visible changes in all walks of life thanks to stabilizing population rates. For example, this law is already in force in China, and there are evidences to prove that it works in there.
However, I find it difficult to support State’s denying support to extra child/children. My one and only argument against this idea is this, that the factors that make a family have a certain number of children are more powerful than the provisions of a law. For example, social status, gender preferences, personal likes, family obligations and so on would make parents go for more children. Undoubtedly, such children would come to millions and no welfare State can ignore their well being. Therefore, simply cannot endorse such a provision.
So, to conclude it, a law on minimum number of children is good in many ways, but the State has to support additional children conditionally. If this is done, a law on small family norm would have greater number of takers in the days to come.

Keeping children away from the clutches of deadly habits like drinking and smoking is primarily the responsibility of their parents.

It is parents who need to keep their children free from health hazards. But the fact remains that there are limitations for them, because, children are a lot so exposed to extreme temptations that there are chances for them to forego their parent’s controls. Still, the onus is on parents themselves.
I strongly feel that that it is parents who hold the key to keep their children away from substances. This is more so when parents these days are much more occupied with the pressures of life. This in turn leaves children with more parents-free time. The best thing they can do is that they themselves need to be free from all bad habits so as to be models for their children. Together with this, they can keep a healthy relation with their children. This way the warmth of the relation would make any child comply with their parents words. The onus thus falls on parents’ shoulders.
However, there are limitations. Even if parents are successful in convincing their children of the deadly effects of substance abuse, there are chances for taste-testing and trying-for-once instances. Children are such that many of them hardly idenitify what is right and what is wrong. Besides all these, they are vulnerable to temptations and pressures. “It’s fun; someone’s misfortune”

She must have been a different woman. Else, how could she wade off all these men passengers and go this front and find a niche-like room for her in this crowded bus of this evening. She stood towering to the ceiling of the bus; Built like men. The whole complement of the bus was looking at her. She seemed she knew it as well. She cared not. She bothered not, and she sounded not that differentiated either.
I didn’t find it awkward when I found this lady looking at a carry bag and smiling at it. I didn’t find anything fishy when she looked at all confidently and kept on standing. It was on, the bus, taking in and off passengers at various stops. And as it was nearing the nearest bus station, it was getting empty, or I would say, it was becoming breathable inside. Not many were to be added to the complement from that bus station.
What I did find embarrassing right after the bus left the second station was this; a lot of empty seats including the one three-seater, which got empty by two passengers leaving the side-seater comfortably day dreading notwithstanding, the lady was found undecided whether to sit and where in not to. And then this lady sat on that seat leaving that man in his own world. And she sprang up as though she was sitting accidentally on a live coal.
The towering woman started taking still more towering a proportion right after she sprang up from the seat.
Hei, what is wrong with you. Who do you think you are? Who do you think I am?
Ladies cannot travel safe in a KSRTC bus? You have no other job but this; to pinch and stroke lone and levelheaded ladies? I have been observing you since long. And the moment you got a chance to, you showed what you are and are upto. Stupid.
Do you know who I am? You don’t have someone female back home? Look aged still.
The ears and eyes of all passengers got stung on her and her tirade. The poor man, who had been sitting and daydreaming looking outside, woke up to find this lady lampooning. And he felt something fishy in the whole affair, for the lady was lurking at him.
Are you taking on me, lady?
Who the hell had been sitting in this seat when I sat in it a moment ago?
See, madam, I have nothing to do with what you point at. Ask anyone in this bus what I did. I didn’t even notice you shared this seat. I was really slumbering.
No, you stop it. I know you well. Why you? I know you folk very well. You’d sit like sleeping and slumbering, and would send your insensitive parts prying at the privates and properties of ladies. This is what you are all traveling for in these crowded buses.
Barring a few passengers’ suppressed reactions and not-so-surprised looks, there was nothing seemed to be happening. But I could not but go to the details of that lady. Because her wordings on her experience sounded calculated.
She was not that attractive. Nor was she advanceable behaviourally. The way she cut a figure inside the bus was a little short of an ordinary passenger. I thought. I had been looking at her face and expressions right from the stop she got in. And she was also seeing me. She gave me nothing as to mark her differently, barring her smiling at a carry bag, though. But this scene? Reprimanding a man of 40 plus years for nothing noticeable sounded to be a little extra-ordinary to me. I even went into checking whether she was normal. The bus had covered a lot by this time; but she seemed going straight with what she had been doing, vomiting her imaginary problem and indignation at that man of her choice. Was she making an imaginary case? I was in the dark.
Wasn’t she finding a little comfort by posing that she is, though that well-built and not-that-womanly-looked, capable of inviting the prying hands and ogles of middle aged men? Was she not telling me too that it was not that easy to be a woman among these skin-sucking men? Were these passengers not giving her the impression that she was not worth pursuing? Had she been harassed? Or Had she had a hand in this affair? My investigative faculty went out looking for clues.
Is it not psychological to be behaving like a woman inaccessible to all and sundry; all the while cutting and presenting herself to be exactly so accessible and thereby finding an auto-contact-remedial-mechanism being implemented willfully so as to become what she actually wanted herself to become; and virtually unable to be; and all the while remaining to be one and only one who knows about that inability much more than anyone else? Was she indulging herself a little by exposing herself as one who is not worth shunning?
I had got storm-brained by my own brain when the bus was about to reach its destination. And she wanted the bus stopped. While she was leaving the bus, someone was throwing a comment.
Ei, take this too with you. She is short of one like you, it seems.
I was really unlucky that I missed the rejoinder for this statement.
She walked down the bus and after responding to it. One can imagine how would she have responded to that comment. She had been responding so vociferously to no comments at all.
And then one passenger said that she had been working at Trivandrum and been traveling everyday in this route; and none of her day was different from what she had us all to have it today. She is not normal.
Really? Not normal? I came to know it with a shock. For, I had been observing her for long; her going animated with an inanimate carry bag; her standing among men; her cutting so-confident-a-figure; her sitting and not sitting when there were seats innumerable and so on. What if she took on me? It sent tremors down me.
The rest of the journey was hilarious; everyone was making this or that comment on the misfortune of that lady; a fellow being; a better half of someone; a counterpart; a mother of a few children; a good neighbour of a locale; a part of the society; a member of a workforce; a citizen; a voter obviously; a home manager and a breadwinner. And many more was she, I knew.
I felt sad. I felt disturbed. I felt my normal composure abnormal; for these so-called normals were all behaving really abnormally when they got an unfortunate being at hand. Are we, the normal, including me, really normal? Is she not better than many of us; for she has no intentions vile and vilifying?
When are we going to be normal men and women? A question easier asked than answered. “It’s fun; someone’s misfortune”. It’s commented; and I got a little relief, for I had wanted to reiterate that comment; or did I do it in between? I know not. For, I haven’t been normal since then. May God help her!

“Man on the Moon” was the banner heading that day and I was hardly 5 years old and my impression about moon was nothing different from Ambilimaaman (uncle moon) and his mysterious ways, which were being transported to us through our elders of old who had a rare flair for keeping kids quiet and calm by showing us this golden platter that went the way of all that was mobile, wading through patches and haystacks of frozen cloud; the show of which used to cut in our minds an impression of this ethereal personae sitting bowed on the back of that tusker of the highs and moving with his head waving majestically as if the elephant that was carrying this Ambili is smaller than the Ambilimaman; who in turn is being requested by us children to bring a few things on his way back from the highs; the unbroken crystal bangles found in the hands of that coy damsel who sits in the aerial mansion; and just for that we children simply went quiet and obedient; and onto such a personified moon did man go?
Yes, man went to moon, hoisted a flag up there, made somersaults and went up and down weightless, took pictures and things many that I still do not believe (there is a school that they believe that the moon mission was a make-believe catering to the American Ego, and man never went to moon); facts at times are more difficult to be digested than fiction, I feel.
What all creations we have had of this moon who is capable of deciding the destinies of the ones down; it creates and controls tides-both spring and neap- (we are taught), fluctuates the moods of the mentally challenged, dictates terms and conditions to the farmers; even the seasons take their moods and make in tune with the shape and show of this particular star of heaven; who was God to us; playmate; one with whom we went places during night; the brightest and coolest of all lights; a canoe up on the move, a dish of gold; a vehicle of those gods; the sign of strength and weakness; symbol of all aesthetics; light of all beautiful shadows; and for us children he has been a being capable of becoming whatever incarnations we wanted him to take up to satisfy our wild selves and their adventurous musings spiced up by the back up of those stories and myths we ourselves had got acquainted with by our grandmothers and elders, the main recreation for them those days was not to keep us children story-told, rather they wanted to do this or that as part of their daily life; and the same wanted them to keep us somehow settled out in the open, no matter whether it is day or night; and if the latter is moony, great, that there are stories galore all the while; stories of some mystery they seemed to have born with so as to make children of all worlds enthused by the ways of his coming, taking shape, going, and giving shapes to the very shape of their minds; the storehouse of mischief and monkey-business the children all over the worlds are still famous for and the parents all over the world are not at all fed up with. It is great to be ‘moonmooning’.
Once I was told by my father that the shades, patches and shallow places that we see on the surface of the moon were the aberrations that the chariots of Gods inflicted on it while they got engaged in holy wars waged to settle disputes of the contenders of various powers. And the lunar eclipse was the climax of one such battle fought between the forces of the heavens, the resumes of them are still Greek to me; and I have never tried to go into the details of the job descriptions, profiles and portfolios of these Gods and their retinues.
It is this wary attitude towards the ways of Gods and the inherent interest in finding this Kindest of all stars in human proportion that makes me still-in this age- not to believe that 35-year-old headline, Man on the Moon. If ever man lands on one moon, it is not going to be on the moon we children know, no matter how old we are, no matter how reasonable the explanations are and the details yet another headline of this magnitude is going to bring, no matter when. Some people say globalization causes brain drain as developed nations increasingly exploit human resource from around the world, whereas some others say it leads to mutual global gains as the world is able to make better use of brains for the well being of the whole humanity.

• How do you look at these two view points?
Globalization is an international arrangement reached among nations of common interests for the benefit of all. But there is heated discussion on the views that rich nations are causing brain drain on the one hand, and on the other, it is an adjustment for mutual gains of all.
When it is looked at from a brain drain angle, it is an undeniable fact that many rich nations are making use of the brains from poor nations. For example, a great number of scientists working in the NASA and various research labs of the US are scientists from third world nations. The technological and financial superiority enjoyed by such rich nations is made possible greatly by human resources from the rest of the world. Though these resources are paid handsomely, intellectual property cannot be equated in terms of money.
On the other hand, it is also indisputable that great amount of human resources is being wasted in poor nations for want of opportunities. For them, today’s concept of global village comes handy and many of them find great chances for employing their intellectual properties and expertise elsewhere. Of course, their contributions to the rich economies are likely to percolate to other parts of the world. For example, mutual transfers of know-hows. I agree with your views on Brain drain into Brain gain Dr.Manmohan Singhji. The problem of brain drain may be tacked in three different ways
1. Reversing the brain drain
2. Making use of our scientists while they are abroad
3. By controlling and regulating the migration of our scientists going abroad.
Reversing the brain drain
In countries like USA the position is becoming increasingly difficult for Indians to get employment or retain the existing position. The time is therefore opportune for bringing back the Indian scientists. It is not as though India could afford to bring back every Indian but at least where there are well defined and relevant national tasks we should attempt to bring the scientists where their talents and training could be matched with the tasks.
But before we do that it is good to understand the psychology of our scientists abroad. It is not that the Indians abroad do not want to come back to our country in fact quite a few with a brilliant record have returned with special skills and experience which have been put to good use. But some come back and also left disillusioned. Why is this. They say it is not the lack of comfort or salaries that drive them away but it is the environment lacking in challenging opportunities lacking in the required degree of flexibility freedom, flow of thought that suffocates them. There is also lack of proper system for ready recognition and rewarding of merit. What is called for then is a change in our approach a change in our vertical hierarchical system of management and a change in environment that would permit bringing the best of our men.
Measures to encourage the reverse
Given the change of attitude in our research agencies we should do the following to get back our scientists:
Council of Scientific and Industrial Research CSIR maintains a Live Register of every scientist abroad with full details of his special skills training etc. This has to be continuously updated.
Specific agencies and Indian embassies may keep the Indian scientists abroad acquainted with the latest developments in science in India and also the varied avenues of employment potential.
Measures to derive advantage from those who settled abroad
The second question is how to take advantage of our scientis while they are still abroad.
The educational technical and research agencies may invite the Indian scientists like any other foreign visitors as Visiting Scientists for short periods and while they are in India they may be treated as guests of the laboratories and local expenses paid for.
Indian scientists coming home on leave who are specialists in relevant fields are also welcomed to spend a few weeks or months in an appropriate national laboratory as our guests. In special cases they may be paid for their travel expenses or sponsored under the scientists exchange programme.
Similarly the industry may consider inviting technologists and engineers as consultants for short periods.
Once the Scientist works as a visiting professor or scientist he develops affinity to local institute keeps in constant touch with it and feeds it with the latest advances in the subject as well as arranges to supply specialty chemicals equipment spare parts etc.
Regulate the outflow of Scientists
In a democratic system control of mobility is not acceptable. Further for a young scientist going abroad means a period of adventure and expending his horizon which in turn, has its own advantages. However in countries like Japan the scientists do go abroad but come back because the conditions at home are made conducive to their quick return. It is here we have to look into. Relationship between human resources and behavior of economies may be moulded by social system and the pattern of education. The ever increasing digital density among children and teenagers is a ploy of market forces aimed at catching them young and thereby making them slaves of technology.

• How far can you support this view?
The mounting digital density among children and teens is a natural development. From a business a point of view, it is a ploy employed to catch children young. However, keeping them slaves of technology for ever, in my opinion, is a matter of choice, for man is intelligent enough not to be so.
To begin with, digital service providers face tough competition in the market. The pressure they face is so acute that they cannot do without pushing in their products and services among the younger ones of the market. They are the market tomorrow, and keeping them hooked to technology is of course a market trick. However, we cannot be blind to the fact that the world is going digital every moment. Being part of such a world demands one to be ‘digitaliterate’, let me coin a word.
When it comes to children becoming slaves of digital revolution, my personal opinion is that it is an exaggeration. Yes, children are vulnerable to the lures of technology and they are going to get glued to it. But when children grow up into men and women, they would have the common sense to decide on whether to be a slave of technology or the other way round. Digital density is the order of the day, and it is a welcome development. However, the business aspect of this revolution cannot be done away with.
In short, what we need is an intelligent bridging, especially when some parts of the world remain worried about digital divide. I think digital reach among children would do much towards such a bridging all the market ploys notwithstanding.

Many environmentalists are of the opinion that, if man goes on exploiting the environment the way he does these days, there is going to be what they call ‘ecological overshoot’ (an imbalance between resources being made use of and resources being made available by the Planet) much sooner than later.

• How what suggestions can you have so that this environmental threat can be offset?

Ecological overshoot is indeed an issue of great concern. It is the need of the hour that we put our heads together to identify a few measures to combat it. This write-up is an attempt to see how dangerous the scene is, and identify a few measures to keep a check on such a scenario. 54
The day humans happen to run out of resources will be a dooms day for sure. It would not be too long that these resources come to an end. A recent study shows that the world’s oil reserves are on the decline faster than ever. And with the stroke of the next century, these reserves would dry up. Obviously, this world would come to a grinding halt. If this is the case just with oil, we can imagine how dangerous it is going to be when other life-saving resources come this state of affairs. 94
However grave the issue looks, a few simple steps can ensure that there is not going to be any 'ecological overshoot'. Using less fuel can go a long way in this respect. This can be achieved by encouraging people to use more of public transport. Besides this, making the masses more aware of this sooner-than-later crisis will keep the world in good stead. Another positive step would be the use of non-conventional sources such as solar, wind, tidal, geothermal etc. Above all, attitude of people towards energy waste also has to be changed. 93

There is a view that doctors, medical scientists and diagnostic experts who are in the life saving streams of medical sector should be allowed to continue in their service as long as they are able to continue.
How far do you agree or disagree with this view?
Should some professionals be given extension on retirement age depending on the nature of their service to the community? Though opinions differ, I for one am of the opinion that some professionals in the medical fraternity may be allowed to continue as long as they can.
My primary argument favouring this idea is that brilliant doctors and scientist, who are in the best of their service, are forced to move out of their regular career thanks to uniform retirement age limit. If these professionals are allowed to be in harness, it would be a blessing for the whole humanity. Secondly, thanks to the developments in medical science itself, people there days are health even in their late 60s, especially medical professionals in their life saving area. They need to be exploited for the well being of whole humanity.
However, there should be an excellent screening mechanism to ensure that only the reserving professionals stay back. This may be on the basis of how crucial their medical fields are, the seriousness of research and diagnosis they do and their health status, to mention a few. If this is not taken care of, this provision may backfire when all and sundry may manage themselves to be in service for ages. This would do more harm than good by depriving the young professionals of their due right to serve the community.
The above findings make me conclude that it is a good idea to support the view that life saving professionals need to remain in service ever after their due retirement age. However, the parameters that govern such a system must be foolproof by all means.

However, there should be an excellent screening mechanism to ensure that only the reserving professionals stay back. This may be on the basis of how crucial their medical fields are, the seriousness of research and diagnosis they do and their health status, to mention a few. If this is not taken care of, this provision may backfire when all and sundry may manage themselves to be in service for ages. This would do more harm than good by depriving the young professionals of their due right to serve the community.
The above findings make me conclude that it is a good idea to support the view that life saving professionals need to remain in service ever after their due retirement age. However, the parameters that govern such a system must be foolproof by all means.
