Managing disasters is
tough for nations of all status and capability. In such a context, a globally
binding disaster address system would be advantageous, but such a system is not
free from disadvantages. Let me weigh them up.
The world would be
much more comfortable with handling disasters of huger dimensions if there is a
disaster management system in place for the whole world. Basically, such a
system will be funded and manned by all member nations. Obviously, there would
not be any shortage for money, expertise and manpower at times of crisis.
Besides this, nations
of smaller size and backward status will also enjoy the benefits of global
disaster management expertise since all member nations are expected to benefit
equally from such a system. Above all, it might generate a feeling of
collective accountability across the spectrum. Timely alert, speedy evacuation,
war-foot rescue operations, safer rehabilitation, quicker reconstruction, faster
confidence re-building of the affected and the like will be the priority of all
for the welfare of all.
On the other side of
the balance are a few concerns. Firstly, it is the geographical positions of
nations and the location of disaster management systems. For example, the
golden hour, the time right after the disaster, cannot be handled effectively
as the system may take long time to spring into action from a far off place. In
addition to this, since disasters are geography-and-status-specific, individual
nations may go complacent thinking that there is a globally funded system in
place. This will be a risk.
Weighing up the ups
and downs of a globally functioning disaster management system, it may be said
that it will benefit the world greatly, and its disadvantages are fewer in
number and smaller in gravity. The whole world may go for it, I presume.
